- Submit required documents: Provide the documents needed for registration, such as a commercial registration, qualification certificates, and other legal paperwork.
- Search for tenders: After registration, suppliers can look for available Etimad tenders using the search engine and various filters.
- Purchase the tender documents: Review tender details and buy the specification booklet for the desired tender.
- Submit bids: Prepare bids according to the stated terms and specifications and submit them through the platform by the deadlines.

- Evaluation and contracting: If your bid is accepted, you’ll be invited to complete evaluation and contracting steps, including providing financial guarantees and signing the contract.
Conditions for Entering Government Tenders in Saudi Arabia
- Tender language: The entire tender must be written in Arabic—including all related documents and correspondence with the government entity. No other language may be used.
- Tender documents: After submission, bidders cannot object to any tender clause or claim compensation for alleged ambiguity. Bidders are assumed to have reviewed all tender information and documents, studied them thoroughly, asked questions, and agreed to them within the announcement period. The bid must include the following documents: 1- A cover letter signed by the bidder confirming that all tender terms and documents have been reviewed and will be adhered to. 2- A copy of the announcement. 3- A valid copy of the contractor’s commercial registration. 4- A valid copy of the Chamber of Commerce membership. 5- A valid certificate of Zakat and income-tax clearance. 6- A statement of the contractor’s previous work. 7- A valid manufacturing certificate. 8- The documents stipulated in the announcement (i.e., the bid bond). 9- An unconditional bank guarantee equal to 1 % of the bid value, valid for at least three months.
- Bid prices: Prices must be written in figures and words in Saudi riyals, indelible, and broken down per line item using the specified units of measure. The total line price equals the unit price multiplied by the estimated quantity. The total bid price—summing all line items—must include labor, equipment, fees, and any other costs needed to execute the work under the contract. This written total will form the contractual price if the bid wins.
- Final performance bond: The winning bidder must provide an unconditional bank guarantee in favor of the ministry, issued by a bank approved by the Saudi Central Bank, worth 5 % of the total contract value or the amount specified in the contract.
- Bid submission format: Bids must be submitted using the ministry’s official template and include all documents listed in the announcement in original or certified valid copies. The bid must be placed in two separate envelopes inside a third envelope sealed with red wax and labeled with the bidder’s name.
- Tender booklet: The specification booklet is an integral part of submitting to Saudi government tenders, containing all technical and administrative details required for the project.
- Transparency requirements: All information related to tenders must be published clearly and made available to everyone, and bids must be evaluated against pre-announced objective criteria.
